Optimize house consumption to hourly max. tariffs

In Norway our meters have so called HAN ports, where instant power values are available. The format is M-bus, but interface boxes to wifi are available from Lectronz (POW-U), Zaptec (Sense), Tibber(Pulse) and others.
The power grid company will charge extra if the max hourly consumption in a month is above certain levels. Could be 5 kWh/h, 10 kWh/h. It is therefore interesting to adjust charging to stay below these limits.
